However, this last-minute spending package omitted funding for several critical organic programs, including the Organic Certification Cost Share Program, which supports organic farmers by helping cover the costs of maintaining organic certification.

Why Does This Matter?

The Organic Certification Cost Share Program is a lifeline for many small organic farmers. Without funding for this program in 2025, organic farms will face significantly higher costs to maintain their certification. In an already challenging economic climate, these increased expenses could be an insurmountable burden for many organic farms across the U.S. As a result, some may be forced to forgo their certification, while others may struggle to stay afloat.

But it’s not just about the cost—Congress’ decision to defund these programs also impacts the broader organic community. The Organic Certification Trade and Tracking Program, which was also left unfunded, plays a vital role in protecting the integrity of the organic label. This program helps the U.S. Department of Agriculture (USDA) prevent fraud by ensuring that only authentic organic products make it into the marketplace. Without adequate funding, efforts to combat fraudulent imports will be weakened, making it easier for non-organic products to be falsely labeled as organic.
